Rating based on English version. A concise and clear announcement that explains clearly what the issues the iwannawiki is facing are, how this will affect its users, and even gives a tell for when the issue will be over. I think any announcement writer should take notes as this is how it should be done. Do note that since the only two languages the announcement was written in are Japanese and English, reading it will be a tad more difficult if you are not fluent in either of these languages.
